LATEST ON CADRE RESTRUCTURING

THERE HAVE BEEN MANY DOUBTS REGARDING WHEREABOUTS OF CR FILE AND ITS PRESENT SHAPE. EVEN DURING RECENT MEETING OF JAC MEMBERS THE WITH  MEMBER(P&V)  THERE WAS NO ANSWER FOR THE SAME. IT WAS ALREADY REPORTED IN THIS BLOG THAT THE CR FILE HAS BEEN CLEARED BY DOPT  AFTER THE BOARD HAS SUBMITTED REVISED PROPOSALS INLINE WITH THE INCOME TAX PROPOSALS. IT WAS ALSO REPORTED THAT A 30% REDUCTION OF POSTS WAS MADE ON EARLIER PROPOSALS BEFORE RESUBMISSION TO DOPT..

ACCORDING TO THE RELIABLE SOURCES THE EARLIER INFORMATION GIVEN ON THIS BLOG IS ONCE AGAIN CONFIRMED. THE FILE APPEARS TO BE UNDER PROCESS FOR CABINET APPROVAL AND WE DO NOT KNOW HOW MUCH TIME THIS PROCESS IS GOING TO TAKE PLACE. IT APPEARS THAT THE PRESENT SHAPE OF CR FILE  IS NOT BEING MADE OPEN BECAUSE OF PROBABLE LEGAL IMPLICATIONS.

THERE IS A NEWS IN THE AIR THAT THE MOS OF DOPT HAS REPORTEDLY STATED THAT THERE WILL BE NO CUTS IN CR FILE OF CBEC. THIS IS ALSO POSSIBLE BECAUSE THE REVISED PROPOSALS ITSELF WERE SUBMITTED AFTER DUE REDUCTION.

UPDATE BY SG AICEIA ON LATEST ISSUES

MEETING WITH MEMBER INCONCLUSIVE…..

JAC leaders met the Member (P&V) at her chamber as scheduled.  Meeting took place in a very serious atmosphere with a 14-member delegation of JAC on one side and a 7-member official side including DGHRD and Director.  Madam admitted problems with the DOPT in approving the CR proposals in the present form.  The JAC insisted for the status and shape of the present proposals and also the feedback for the memorandum submitted on 25.1.2011.   Our Association represented by the President and the SG reiterated our demands for at least three functional promotions up to JC level and actions to remove regional disparity by creating all-India seniority for Inspectors.  After heated and prolonged discussions, the Member borrowed more time to revert back to us.  We have set a deadline of 2nd week of April in writing.  A communication on the same lines was sent to the Hon’ble FM with a copy to Secretary, DOPT. 
Other issues taken up during the visit:
1.       Ratio to the promotion to Gr.A level:
 The application filed by the Board to review the retrospective effect for the new ratio for promotions to the grade of Gr.A officers, is coming up before the Hon’ble SC on 30.3.2012.  Though it is evident that our Board is backing the interests of Customs Appraisers, justice would be meted out by the apex court.   
2.       Pending issues on ICT:  
As regards ICT, another representation dt.23.3.2012 was given to the Chairman, CBEC which is reproduced here.   Necessary follow up action has to be done in this regard vigorously for which affected Circles should also act to pursue the CCAs to represent to the Board.
3.       Notional fixation of pay w.e.f. 1.1.1996:
Department of Expenditure was contacted for the status of Judgment of Hon’ble CAT, Mumbai Bench.  No decision has yet been taken on the same though an appeal is a certainty.   Meanwhile we are also going ahead with an application before same Bench for a similar relief.
4.       Fixation of 7450 basic pay:
DoE was contacted over this issue and they are waiting for further instructions from the DOPT to settle the issue amicably.
5.       Unified GPF account No.:
It is confirmed that the office of the CGA has already initiated steps for development of a web based centralized GPF Accounting System on outsourced basis through NIC.

SAD DIMISE OF SRI.MALLADI VENKATARAMAIAH SUPDT. DIV-V, VIZAG

On 25.3.20123 Sri.Malladi Venkata Ramaiah Supdt. of Central Excise has expired due to ill health. He is survived with one Daughter and a Son. Presently he was working in Division-V of Vishakhapatnam Commissinerate. He belongs to 1993 batch direct recruit. On behalf of this blog we extend our deep condolences to the bereaved family.

Union cabinet approved 7% Release of additional instalment of Dearness Allowance and Dearness Relief




The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2012 representing an increase of 7% over the existing rate of 58% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs.7474.53 crore per annum and Rs.8720.32 crore in the financial year 2012-13 (i.e. for a period of 14 months from January, 2012 to February, 2013).

INTEREST RATES REVISED ON ADVANCES OF CONVEYANCE

Government of India, Finance Ministry has revised the rate of interest for the advances sanctioned to Central Government Employees for purchase of two wheeler and four Wheelers during April 2011 to 31st March 2012.

Car Advance interest rate revised.

The Office Memorandum F.No.5(2)-B(PD)/2011 dated 19.03.2012 has been issued in this respect which reveals that rate of interest per annum t of advances obtained for purchase of two wheelers and Four wheelers has been fixed at 9% and 11.5% respectively.

GOOD NEWS - BY SGAICEIA

While we received the happy news that Government issued orders for grant of one increment in pre-revised pay scale for those who were due for their increments between Feb-2006 to Jun-2006, another long pending demand of the employees for enhancing the interest rate on Provident funds has also been considered in favour of employees to some extent.


In the resolution F.No: 5(1)-B(PD)/2011 dated 19.03.2012, the Ministry of Finance has announced that the following Provident funds in which Central Government Employees subscribe for their retirement benefit will carry interest at the rate of 8.6% with effect from 01.12.2011.  However, the these provident funds will remain to fetch interest at the rate of 8% from 01.04.2011 to 30.11.2011.

IT IS UNDERSTOOD THAT THE FILE OF CADRE RESTRUCTURING HAS COME BACK TO HRD YESTERDAY. IT APPEARS THAT THERE WOULD BE CONSIDERABLE REDUCTION OF POSTS ACROSS THE CADRE. THE OUTCOME WOULD BE UNSATISFACTORY TO ALL CADRES. OUR PROGRAMME FROM 16.3.2012 IS ON. ALL ARE REQUESTED TO PARTICIPATE IN 16TH WALKOUT FOR TWO HOURS(IE. FROM 14.00 HRS TO 16.00 HRS.). ALL THE OFFICE BEARERS ARE REQUESTED TO ORGANISE MEETINGS IN EVERY CORNER OF THE COUNTRY TO MAKE IT A GRAND SUCCESS. FIVE ORGANISATIONS OF THE JOINT ACTION COMMITTEE HAVE ALREADY WRITTEN A LETTER TO FINANCE MINISTER IN THIS REGARD.

CADRE RESTRUCTURING FILE IS BACK TO HRD

As per the information received from reliable sources, the cadre restructuring file has come back to CBEC/HRD. It is understood that inline with Income Tax proposals the posts of CBEC are also considerably reduced. As a result there would be reduction of posts to the extent of 30% across the cadre on the proposals submitted by CBEC.
The details would be published as soon as they are available.

The order for Granting one increment to the Central Government Employees may be issued up to second week of March 2012.



The DOP&T source that the issue of granting one increment to the central government servants, whose increment date falls between January 2006 and June 2006, has been forwarded to Finance Ministry for its approval.

According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012.
The federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 7th phase of U.P and Goa State assembly elections have been completed on 03-03-2012.
So, keeping in view of the above, it isexpected that the order for Granting one increment to the Central Government Employees may be issued up to second week of March 2012.According to the decision which is agreed by government in National Anomaly Committee, the govt. servants will be granted one increment in the pre revised 5th CPC scale on 01-01-2006.
