Sumit Dutt Majumder Chairman,Central Board of Excise &Customs, Ministry of Finance, North Block, New Delhi  Sir,                                  Sub: Cadre restructuring 2010-11 – Reg               We thank you for convening the meeting of all the recognized associations on 18.01.2011 and your efforts to bring in transparency while finalizing the restructuring proposal. While reiterating our submission to you on 16.12.2010 we would like to offer the following suggestions as our response to the presentation made in the meeting: Though it has been committed that regional disparity would be taken care off while allocating the posts, we submit that this should be coupled with a continuing in situ scheme, or else, regional disparity would again seep in within a couple of years from restructuring. While acknowledging that the proposed increase in Deputy/Assistant Commissioner is a substantial one, it has also to be appreciated that it would not be sufficient to give 2nd promotion to an inspector even in his 25th year. Hence an in situ promotion scheme should be made part of the cadre restructuring. There is no justification in de linking it with cadre restructuring since catering to career aspirations is one among the prime objective of cadre restructuring. The posts arising at the level of Deputy/Assistant Commissioner out of restructuring should be filled purely based on stagnation and not according to ratio.
