UPDATE ON ANOMALY COMMITTEE MEETING

During the Anomaly Committee Meeting the following points in respect of Inspectors were taken up

i) Regarding fixation of Pay Band to Promotee Inspectors with respect to 7450 of pre-revised scale, it was argued from staff side that in some of the other departments the fixation was done w.r.t. scale of 7450(pre-revised). The Additional Revenue Secretary has asked for the documents and wished to go through the same. The discussion on the point remained inconclusive. It was assured to take up the issue in detail in next meeting.
ii) Regarding notional fixation of pay w.e.f. 1.1.96, it was decided that the issue is not an anomaly and assured to take up the same out side the Anomaly Committee.
Rest of the points could not be taken up due to lack of time and it was decided to take up all the points left inconclusive, again during the next meeting to be called within three weeks.

ENTIRE NORTH EAST COMES UNDER AICEIA

 FINALLY AICEIA HAS EMERGED AS AN ORGANISATION WHICH IS SPREAD OVER KASHMIR TO KANYAKUMARI AND ARUNACHAL PRADESH TO GUJARAT.
Secretary General OF AICEIA visited Guwahati on 17.11.2010 on the invitation of the Inspectors association of all the seven North Eastern States. Com.Bikash Kar Presided over the Meeting. Representatives of  Guwahati,Shillong,Agartala, Silchar were present along with the general Secretary Sri S.Nandy.. The representatives of Diburgarh have extended their support over phone. North East General Secretary Com.S.Nandi started the meeting. The delegates have cordially welcomed the Secretary General. The Members have  unanimously decided to support the AICEIA and promised to send the required subscription and DDO certificates to the Apex Body. The delegates have also requested the Secretary General to take steps for removing the regional disparities in promotion and  to remove stagnation in the cadre. All the representatives have unconditionally agreed to standby with AICEIA and extend their full support for the activities taken up by AICEIA. The Secretary General has conveyed his heart felt feelings for their warm welcome and assured them that the AICEIA will take care of the views of  all the Branches/Units supported and attached to it. The Secretary General also requested all the units to be united for any cause and to support any decision taken by AICEIA in the interest of the Members..

ON REQUEST OF SOME OF THE MEMBERS FROM AP THE RELEVANT PORTION OF CONSTITUTION FOR ELIGIBILITY OF MEMBERSHIP IS REPRODUCED BELOW

CHAPTER : 2
MEMBERSHIP
ARTICLE: 5: ELIGIBILITY:
All the Inspectors of Central Excise working in various formations under the Central Board of Excise and Customs
borne on the establishment of the Commissionerates, whether serving in the Commissionerates or on deputation
elsewhere, shall be eligible for the membership of the Association. The Membership shall be shall be established by
filling up of the membership and authorization forms as prescribed and payment of subscription at the level of the
Branches/Circles.
(Note:- All members of the Federating Units at the time of adoption of this Constitution are deemed to be
the members of this Association)
ARTICLE: 6 ADMISSION FEES:
Any Inspector of Central Excise desirous of becoming a member of the Association shall make an
application, in writing in the prescribed form given in Annexure-A, in quadruplicate to the Association
along with a payment of Rs. 200/- as admission fee, through their Branch/Circle Secretary. The
application along with 50% of admission fees so collected, duly recommended by the Branch/Circle
Secretary, shall be remitted to the Secretary General of the Association within a period of thirty days. The
Secretary General of the Association will be competent to consider all such applications and decide to
admit or reject membership.
Note: - However it is clarified that all the Federating Units affiliated to the erstwhile A.I.F.C.E.E.O. are
deemed as Circles/Branches of this Association as per the jurisdiction represented by them and all
members of the erstwhile Federating Units are deemed to be the members of this Association.
Membership forms received along with remittances towards membership fees in respect of members
joining after 1.1.2007 should be forwarded to the All India Association for inclusion in the membership
register.
ARTICLE: 7: SUBSCRIPTION
1. Every member of the Association shall effect payment of a monthly subscription at the rate of Rs
20.00 per month.(w,e,f, 1.1.2008 Rs.40/- per month)
2. The Circles/Branches will retain 75% of the subscription collected from the member and shall
remit 25 % to the Secretary General within the period of 60 days from the date of deduction.
ARTICLE: 8: MEMBERSHIP REGISTER
The membership register will be maintained by the Association at the All India level and at the level of
the Circles/Branches by retaining one copy of application form for admission. It will be the responsibility
of the Circles/Branches Secretary to update the membership register and to communicate all changes
made every year at the time of renewal.
ARTICLE: 9: LAPSE OF MEMBERSHIP
The membership shall lapse if the renewal/ subscription is not paid by the member for one year. The
member, whose membership is lost, may rejoin after payment of arrears and readmission fee of Rs 50/-
(Rupees fifty only).




IN VIEW OF THE KEY ROLE PLAYED BY THE AICEIA  IN THE FORTH COMING CADRE RESTRUCTURING, IT HAS BECOME NECESSARY FOR ALL THE INSPECTORS TO ENSURE THAT THEIR MEMBERSHIP FORMS ALONG WITH NECESSARY SUBSCRIPTION ARE DULY FORWARDED TO THE AICEIA CENTRAL BODY. IT WAS ALREADY CATEGORICALLY MADE CLEAR BY THE AICEIA SECRETARY GENERAL THAT NEITHER THERE IS A SINGLE  MEMBERSHIP FROM ENTIRE ANDHRA PRADESH NOR A SINGLE RUPEE IS RECEIVED, FOR THE PAST THREE YEARS. IN VIEW OF THE ABOVE THE ANDHRA PRADESH INSPECTORS ARE NOT IN A POSITION TO OBTAIN COPY OF PRESENT CADRE RESTRUCTURING PROPOSAL AND SUBMIT THEIR VIEWS.THEREFORE, I REQUEST ALL THE ERSTWHILE BRANCHES OF AP CIRCLE TO SEND THEIR SUBSCRIPTION AND MEMBERS LIST ALONG WITH DDO CERTIFICATES TO AICEIA IMMEDIATELY, SO THAT WE ARE ABLE TO PUT FORTH OUR VALUABLE VIEWS IN CADRE RESTRUCTURING AND OTHER KEY DECISIONS TAKEN BY AICEIA.

Meeting of 6 recognised Associations with Board & Revenue Secretary,

The meeting of all the six recognized Associations was a grand success. Smt. Lalitha John Member chaired the meeting as the Chairman was very busy and heard the views of the Leaders. As no assurance was given the Team met the Revenue Secretary again and forced the Chairman to call the leaders for discussion in the evening. the details of which will be published in AICEIA National site by today evening as the Secretary General is still in New Delhi.

AICEIA, Hyderabad Zone Branch has launched an official website “hydexcust.org” and it has been  inaugurated by Sri B.B.Prasad, IRS, Commissioner-III and Sri P.N.Rao, IRS, Commissioner-II, Hyderabad Zone  at 5.00 pm on 8-11-2010.

IMMEDIATE RESPONSE TO THE JOINT ACTION COMMITTEE HELD ON 31.10.2010

The resolution of the Joint Action Committee has made the Administration to call for a urgent meeting by Member(P&V). the meeting is called for in response to the letter written by the following Federations jointly. 
The Federations were present in the meeting:
1. All India Customs & Central Excise Group “D” Officers’ Federation.
2. All India Customs Group “D” Officers’ Federation.
3. All India Customs Ministerial Employees Federation.
4. All India Central Excise & Service Tax Ministerial Officers’ Association.
5. All India Central Excise Inspectors’ Association.
6. All India Customs Preventive Service Federation.

The letter calling the above federations for talks is produced below. The top delegates of AICEIA President Com.Arun Zachariah and Secretary General Com.Kousik Roy is already on their way to attend the meeting to be held tomorrow at Member(P&V) chamber.

GOOD NEWS TO PROMOTEE INSPECTORS FINANCE MINISTRY AGREED FOR STEPPING UP PAY WITH DIRECT RECRUITEE INSPECTORS

The Central Board of Direct Taxes(Income Tax Department) has considered the representations from Departmental promotees for fixation of pay equivalent to minimum entry pay prescribed for Direct Recruites (appointed on or after 1.1.2006). Also, stepping up of pay of  senior promotees with reference to direct recuit juniors recruited on or after 1.1.2006 and whose basic pay was more than that of their seniors, was considered.
Now, the CBDT has issued ordes to the effect that the stepping up of basic pay of seniors is allowed.  It has been laid down that such stepping up can be claimed only in the case of those cadres which have an direct recruitment and where a directly recruited junior is actually drawing more basic pay than the seniors.  In such cases, the basis pay of seniors will be stepped up w.r.to the basic pay of junior. 
Stepping up will be applicable from the date junior direct recruit actually draws higher basic pay than his senior.
This stepping up is not applicable in cases where junior direct recruit was fixed at higher stage on account of advance increment etc. at the time of recruitment.
