CR Formations NT Notifications issued by Board

The date of effect is 15-10-2014. So all the new Formations (new Commissionerates, Directorates, present Commissionerates reorganised  and designated authorities) will take effect from 15-10-2014. 
As far as Hyderabad CCA is concerned, location of Formations of is as follows.

         DPCs have already been completed. Order of promotions including to Superintendent Cadre  will be issued in the forenoon of 30th September,2014 w.e.f. afternoon of 30th September,2014. All the newly promoted officers will have to work in their present places till 15th October,2014 before which date their allotment orders will be issued. 
       All newly notified formations will start functioning from 15-th October,2014 before which Board is likely to issue promotions upto JC and above except to the entry level of Group-A Cadre i.e. Asst.Commissioner. If promotions cannot be given additional charges may be given to all the Group-A officers till DPCs are conducted and promotions are effected.

Aadhaar based Biometric Attendance System in Central Government Offices

The Narendra Modi government has ordered that an Aadhaar Enabled Biometric Attendance System (AEBAS) be implemented in all central government offices.
A circular issued to all central government offices in the capital today has also asked employees, of all ranks, to submit their contact details (email ID, residential address, telephone and personal mobile phone numbers) to the department of personnel and training that is with the Prime Minister’s Office.

Delhi police are already building a databank containing the cellphone number, email ID, name, rank and “personal number” and of every city cop, from constable to commissioner, on the orders of the PMO. A letter from the home ministry on August 5 had asked for such a databank, which will also include the municipality in which the cop lives. “All the station house officers are on the job,” an officer said.
The circular issued today does not give a date from which the new attendance system will be implemented. It says “Aadhaar number is mandatory to register attendance”.
At least one state — Jharkhand — has begun implementing the AEBAS. But a central government order means the system will have to be adopted across the country.
The system will be implemented in the capital first and then in all central offices outside New Delhi. The order is binding on all employees, including those in the armed forces.
To implement the system, all offices will have to install fingerprint scanners with Wi-fi Internet. The objective of the system, sources said, is “to check absenteeism and measure the time an employee spends in office and the time he or she checks in and checks out”.
Similar systems have been implemented in many corporate offices, both in the private and the public sector, though they are not based on Aadhaar, the card issued to citizens by the Unique Identification Authority of India that was headed by Nandan Nilekani and created by the UPA II government of Manmohan Singh in 2009.
The system will also seek to ensure that employees cannot backdate attendance or mark attendance for someone else.
On July 1, Nilekani had met Modi and finance and defence minister Arun Jaitley and given a presentation on the Aadhaar scheme that impressed the new regime.
Police clueless
Delhi police have been left befuddled by the message from the PMO asking for the databank.
“This is unprecedented. We are not clear about the objective behind it,” a senior officer said in private.
“It seems the PMO is going to be the new control room for everything: it will keep a tab on all government officials including the police,” conjectured an IPS official posted in the home ministry.
The Delhi police, who claim to be the world’s largest metropolitan force with their 80,000 personnel including nearly 50,000 constables, have thrown themselves into the massive exercise.
Delhi’s is the only police force in the country that is under the Union home ministry’s direct control. Police sources said the directive came in the form of a ministry letter dated August 5.
Additional deputy commissioner Mahesh Batra then wrote to all the zonal deputy commissioners to help prepare the databank.
“May kindly direct the concerned to collect the same from every employee under your control and feed the information by August 13,” says the letter, dated August 11, of which The Telegraph has a copy.
“There will not be an extension of this date, being time-bound requirement by Prime Minister’s Office….”
Not surprisingly, the deadline has been missed. A senior officer said the task would be completed by the end of this month.

Government clears expansion of DGCEI across the country

The FM has cleared creation of new intelligence units across the country and appointment of over 8000 personnel to check any leakage in its earnings from the indirect tax. Anticipating increase in service tax revenue, the ministry  has also decided to restructure DGCEI – a body tasked with checking excise duty and service tax evasion, official sourses said.

 There will be three more zonal units of the DGCEI in Lucknow, Bhopal and Hyderabad. These three zonal units will have three regional units each as well, they said. “The government has approved total nine zonal units and 27 regional units of the DGCEI to check leakage of excise duty and service tax evasion” a Finance Ministry official said.  At present DGCEI has six zonal units and 18 regional units.
 The move has come in the wake of the government witnessing a growth in the service sector and increase in the service sector and increase in the number of taxable services. Although service tax has shown tremendous potential as an area of tax collection, it still remains a largely untapped and unexplored sector. The contribution of service tax to the gross tax revenue at a mere 13 percent is not commensurate with the contribution of service sector to the DDP of our country which was more than 60 per cent in the last financial year. It is, therefore, essential to provide more manpower for service tax related matters”, according to a intra-ministry communication on the issue.
 It is pertinent to mention that strengthening and expansion of the existing DGCEI formations is a better solution, in the long run, to effectively curb the ever increasing menace of central excise duty and service tax evasion than bifurcating it into two, the communication said. The DGCEI has, over the period of time, developed requisite expertise in cultivation and nurturing of a credible informer base and therefore enjoys an edge in gathering information, developing them into actionable intelligence and investigating cases of service tax evasion leading to recovery of government dues, it said. 
 The DGCEI , as the apex intelligence organization as far as central excise duty and service tax evasion matters are concerned, is well known and trusted by the informers. “Informers, who work on trust, may not start giving information to a newly created intelligence organisaition from day one, thereby creating a kind of vacuum,”, the communication reads.
 The DGCEI has detected RS. 8,000 crore of service tax evasion during 2013-14. According to a Finance Ministry data, there has been an increase of over 300 times in revenue collection from service tax in the past two decades. The ministry had collected RS. 1.32 lakh crore as service tax revenue during 2012-13 as against Rs. 407 crore in 1994-95 it said.

File has been reached to Secretary Revenue, As I have already stated there is a special package for stagnated zone, the approval of FM is required , but FM busy with Budget work. However Mr Meena, why you are interested to know about such distribution? Your anxiety will be over ,if proposal for DPC will be sent to UPSC. Till date vigilance clearances as on 10.06.14 have not been received from many zones and also few ACRs/APARs have also not been received from few zones to enable the authority to send the proposal to UPSC.
